Don't owners have a right to decide what happens to their horses (slaughter them)?

If slaughter ends, where will all the horses go? Won't the horse market be affected negatively by it? Doesn't slaughter prevent abuse and starvation?

Let's say ending slaughter and increasing the horse population by .07% somehow DOES have an effect on the horse market. What will happen?
